As Fritches said, you must apply to become a 3rd party developer in order to gain access to the Home Developer Kit (HDK) and other tools required to develop for the PlayStation®Home platform.
If you're interested in becoming a PlayStation® licensee, which allows you to develop content for PlayStation®Home, you should visit the SCEE R&D website and fill out the application form: http://develop.scee.net/software
