Sony have said to the press they like the word Open BETA. So home might stay in beta for some time. Although saying that a few weeks ago US had a QandA hosted by Locust Star about home. and right near the end someone said when will the final version come out and Locust Star replied March. So it could be anyones guess at this moment in time.

when the devs consider it bug free and it has a decent amount of content (which will take a LONG time)then they will probably take it out of beta

but we wont get told when that going to happen
