if they could see past this they would still have a problem with getting the right market as how many 18 or overs own a ps3, how many people will be online using it, how many kids would be able to get on with out reaching the age limit.
they would then have to re-do the start page and give off warnings from the first series of loading screens.
if they can get through all these points you will get your over 18's nightclub bar.
if this dosent make sence to you.

Finally, some constructive criticism! If I could give kudos' here, I would (don't know how to!)...
Of course Sony won't allow strippers and what not, I said that to wind up those Toby's that love to devalue any ideas expressed in an open forum...
But you've clearly taken the time out to address each situation, pros/cons, and for that I thank you!

I think, that strippers etc... is a bad idea, as sony is home entertainment and is not just adults. If you want strippers sex etc, there are plenty of 3d chat environments you can use on the internet on a PC 
However.... I must agree that 18+ spaces are needed, just for somewhere to escape to and meet older people as oppose to talking to someone thinking you're having a good convo then they say something that shows they're 13 (no offense to 13 year olds but i hate having kids on my friends list).
ID cards would be the perfect way to enforce the age restriction, simply send a copy of your photo ID and a utility bill copy (with your name and address) in to sony (along with your PSN ID) and they will send it back along with your PSN photo ID for home.
With this ID you can get access to the 18+ spaces in home, and also the 18+ content in the PS store. *Hint Hint*
