You can't change your PSN name, regardless if you've been banned or not. It's not possible.The only way you can get it changed is if someone is seriously harrassing you from multiple accounts, multiple PS3's etc. and they just won't leave you alone, then SONY can change the name for you.
They also might change it if it's a bit rude, for example a friend of mine called Passive_Menis had his changed to Passive_Menace, without warning by SONY.

Sony can change the name under extreme circumstances but they'd probably like you to make a new account and add to tehir stats.
I wonder if [REMOVED] would be allowed?

No it wouldn't be. In fact any inappropriate PSN id will be banned permanently. Just a heads up for you. 
I've never heard of Sony actually changing names though.
