Buzz!, questions have turned into some appalling spam, I will give you some examples I had to put up with
Q: Where's your answer?
1: :
2: ;
3: Your answer!
4: ,
Yeah, that is a really quality game there, eight questions exactly the same
then this other one,
Called "something Dads"
Q: What don't dads like?
1: Dirty bedrooms
2: Block party's
3: Mums cooking
4: Work
Yeah, they was all like that and worse, the answer was dirty bedrooms, how on earth could anyone actually get that or any correct?

They dont check the quizes , you can msg the user who made the quiz tell them they are wrong
And also report the quiz i believe, not sure if you can for the wrong answers.

East, I think its probable that ones like your first example are idiots spamming quizzes to make the prizes easier to get / games easier to win and example 2 types are a similar concept but from slightly more elitist idiots who think theyre special if only they can 'know' the answers. Its just another proof that user generated content can be interesting but is usually just a FAIL of epic proportions.
