Billing issue with PSN

So, not sure if anyone has had this problem but I searched through the forums for two hours looking for a suitable answer and came up empty handed.

 

Here's what's going on.  I'm active duty military (U.S. Navy) currently forward deployed to Japan.  My billing address is an FPO, AP (Armed Forces, Pacific) address.  Now... there's no choice for that for the billing address, and I obviously can't change my country to Japan because I don't read Japanese.  So if I want to buy games or apps off of PSN, what are my options?  Because there doesn't seem to be an easy way to fix this.
