If i remember correctly if you go all the way to the left hand side of the XMB (PS3 main menu) there should be a option to create new user, create a new user with your name then after its set up go to the right hand side of the XMB to the network section, click on create PSN ID then sign/log in with existing account.
It may not be exact as above though but that should be the general stuff

.. this doesnt work ,, it goes as far as using your email address for the account you want to use and then when you put the details in it comes up saying you already have that on this ps3 ,, so i clicked on help and it says that this only works if you have an adress thats on a different ps3 ,, which it is ,, but is alredy on this one as well + now i have an account on his ps3 what doesnt need to be there ,, can i get rid of this or is this another thing that i can't delete ,, upto now iv had no problems with the ps3 and have ALWAYS said it has been much better than the 360 which i also have but now am starting to change my mind ....

As far as I'm aware you should just be able to remove the details on your brothers user, type his back in and set to remember log in details i think.
