I'd lke to see this "official statement", since I couldn't find it. Now this is mostly theoretical of course:
If it even exists then what? This fucntion is completely for personal use only. I have got the impression of this that if your PS3 brokes (1 activation license disappears). Then you get a new one and activate that new license (which leaves you with 3 licenses after that). so that you can use the material you redownload using your own PSN account. When your account is entered into new PS3 I guess it will automaticly use one of these "activation licenses".
Even if you redownload the material, you couldn't just use it right away. PS3 you downloaded the material needs to be activated device also. And only one whom can do that activation is you since you're not allowed to tell your PSN account and password to anyone. I guess it goes something like that.
The good thing about PSN is that some games are half-way DRM free. It means that unlike the Xbox owners whom need to use license tools to move their content on new xbox when it brokes, you need just redownload it to play even if your machine is not activated one yet. They sell DRM free music on iTunes too. But it doesn't allow you to distripute that music to bittorrent networks. Just because you can do it doesn't mean it's legal to do so. ![]()

Depends what you mean by illegal.
If you mean that it's against the rules of PSN and could lead to people being banned / having content removed / having civil action taken against them, probably. I don't care enough to check as I will pay for goods if they are worth doing so (very little of that on PSN!).
If you mean a criminal offence (as I suspect most people here do), then no. If anyone wants to offer an offence, I'd be very curious what they come up with.
