I found Sony's contact details elsewhere on this forum, then emailed help@uk.playstation.com

They replied:

I can see from your e-mail that you haven’t been able to download your content under the “Welcome Back” programme, which was offered following the recent criminal intrusion of our network. The Welcome Back programme was offered for a period of 30 days and closed on 3rd July 2011, at 5pm. Unfortunately as you did not take advantage of this offer within this time frame, I regret that you are no longer eligible for this offer.

I called them. The first guy was pretty much 'You missed out, tough sh**' - so I spoke with his supervisor, who looked at mt PSN access history and confirmed I had been unable to access the site until 22nd July. I said I only really wanted inFamous and he said he would credit my PSN wallet with the funds to download it from the Store. 

Might be worth a try, though I'm not sure it's worth it as it's an 0844 number and I was on the phone for what seemed like weeks.
