Is everyone experiencing this?

I just got a Vita and I tried to add funds to my wallet and it comes up saying, after confirming my card details that funds can't be added.  This sucks because there are games I want to download onto my Vita.  I tried it on my PS3 and got the same message.

 

Is this due to the PSN update that was supposed to be over last Friday?

I can't get onto the store on my Vita, and the Ps site says the network is partially available.

i know how you feel i cant add any finds to dowmload La Noire :smileysad: can we get some response on what is wrong with the network?
