PS Account Problem

Hi. I have a friend of mine who try to enter to PSN as usual but
Suddenly the System unrecognized the email account and password.
 
The account name is ****@ciudad.com.ar
 
He changed the Internet supply and actually his account is ****@fibertel.com.ar that's why he can't recover the password because the system sent the instructions to the old email (the original ID for PSN)
How can he recover the account?
i want to comunicate to the personal in charge of playstation
