PS VIsta AR Games...Free?

I saw a video showing the table top football, it was said that all Vita AR games are Free,

 

So I'd like to ask why Tabletop Tanks is £1.59, I don't mind paying that small amount, but if they are broadcast as Free they should be free.

 

The Previous 3 AR Games are.

That was probably talking about the free AR games that came with the preorder.

EVEN AR games have development costs. Do you really expect them to always be free?
