Similar problem here. I bought the 12 month + 3 free months subscription offer about a week before the Welcome Back offer became available and was unable to access the 30 days free Welcom Back package that I should also have been entitled to. After a few calls to Customer Service they gave me a PSN code which allowed me to add the extra 30 days to my existing sub ( because i subscribed after PSN came back online I wasn't entitled to the 90 days for existing members).
But now I can't access this month's Plus offers.I get the same message as others: "You cannot access this content from your account", or something similar. My Services List in Account Management shows my Plus subscription and the 30 day welcome back sub as separate items. So I reckon its the 30 day sub that's conflicting with my proper sub and causing these problems.
