how do I fix the PSP error 80023102 when i try to add money to my wallet

I am receiving this error message when attempting to purchase an item from the Playstation store on mediago program or from the site. I have the cash available and all of my card details and addresses are correct.. plase help

Seems this problem keeps coming back. I was finally able to buy something when i created a new account on PSN. Created a new PS3 user in the XML, logged in as that user, and signed up for a new account. Add a different card to the billing information - and bingo !

Crap if you want to keep your user ID tho. At least i got to download the game. A workaround for now at least ?
