Why we not have a PlayStation®plus in kuwait store i try to register it and he says

this sevice not available in you country / region

I and all the neighboring countries have PlayStation®plus

like / Arab Emirates and Saudi Arabia and qatar

There is nothing Sony can do about it, it's up to the laws in that country. If it's not allowed then it's not going to happen.
