I've been trying to buy Final Fantasy VIII from the Playstation Store since Saturday morning and I still can't. I keep getting this error:
An error has occurred. (80023102)
If I try to add funds to my wallet whilst checking out I get told that "The funds could not be added to your wallet".
I've tried deleting and re-adding my billing information and restarting my router. I was told that if I create a new account I can buy the game with that but I don't want to have to keep switching accounts to play different games and I don't see why I should have to.
There doesn't seem to be any signs of this error code ending as, like I said, I've been trying since Saturday and still get the exact same error.
Any insight into this would be really appreciated.

I was getting the same error last night while trying to buy the CoD map packs.
When I called Sony, this is what I was told:
So I immediately phoned my bank and ran this by them, this is what I was told:
I also noticed when I look in my account management section and under the transaction history, everytime I tried to buy it, it shows up as "Missed charges" whatever that means....
Very frustrating. I refuse to use another CC on my PSN account as this card is specifically for online purposes (I learned my lesson with the scare of the PSN hack). I also refuse to go out and buy PSN cards as I have a perfectly good CC which works for everything else I use it for.
Guess Sony just doesn't want my money. That's fine with me. I know of another company that will gladly take it...

I was getting the same error last night while trying to buy the CoD map packs.
When I called Sony, this is what I was told:
- First of all, it took her forever to "look into my account"...I must have waited about 10 minutes in total as she kept coming back and saying "I'm still waiting for the system to pull the information, I'll put you on hold for another 2 minutes"
- Apparently, according to the Sony support, my CC is going through a "screening process" with my bank and I had to contact them as it's a problem on their end.
- In the meantime, I was told to use another CC or go out and buy PSN cards instead.

- The transaction WAS going through according to the bank but was being stopped by Sony for whatever reason.

So all that to say, I'm not quite sure why this was "marked as solved" as it clearly isn't. Google "80023102" and find me a 100% working solution to the problem.
There isn't one.

Was looking at this thread because I can't connect to PS network anymore - used to work but now doesn't for some strange reason,

Thanks for the link but I had been through all the account settings it mentioned and still no joy…
I either get the error code or can not add funds message. Getting a bit frustrating to be honest, as Sony can't give a reasonable explanation. My card is working and active as Sony have verified this, I have used it on numerous other sites with no problems.
As for resetting routers, how will this help my store purchases?? my network is fine as I can log in to PSN and play online…

I 1st. noticed this error code over a year ago. I never bought anything from the store. Tried to fund my wallet many times over those last 14 to 16 months but no luck. Seams to me that Sony does not care much about this forum. They could show a bit more care for us the user by just attending to the problems reported here.
Nothing wrong with my network, nor with my CC. All work 100% in other situations, this again well over a year.
Anyway, it's Sony's loss. There other games in town to play on your computer.
