Tbh I would really like this feature aswell, what you guys should also think about is PS4. Yh I know we have long to go but what if on the PS4 they carry on the same PSN's linked with the game saves and trophies etc? That means you would have to start fresh or carry on using your old username from the PS3. If XBox mods and the mods from Japan have a way of handling it i'm not sure it wont be as much of a problem as people think. Could just implement a maximum of 2 name changes.

I have voiced my opinion on this subject numerous times in the past: Yes, i too would definitely like the introduction of this feature. I can freely change my Steam ID as many times i want to, so can all Steam users. It can also be done on Xbox Live apparently, for a fee. Microsoft has therefore absolutely no problem tracking statistics and punishing troublemakers; and if Microsoft can do it, Sony certainly can.
But again, you are fully aware of all i have cited above, so i would like to propose an idea that would enable few privileged users to be granted access to the PSN ID Display change tool. I call it: The PSN ID Change reward program.
The PSN ID Change reward program
What is it? In short, users who have had an exemplary attitude on both the official forums and on the Playstation Network would be rewarded by the Community Team the ability to change his PSN ID. In order to be qualified for the Reward program, users would have to be quite active on the forums, contribute to the forums --for instance by creating Trophy Guides on the Trophy Hoarders board, helping some users out in the Technical section, or even by creating an informative topic-- and evidently taking part in OPC events.
On the french forums, Elixor and his team have built from ground zero a portal that tracks events organized by the Community Team and at times MVPs. All of these events are listed on the portal, along with each members who have taken part in those events making it possible to track the activity of each candidate, who are rewarded with 'Community Points'. Why not do the same for candidates postulating for the PSN ID Display change reward program?

Definitely. Japanese PSN users are able to change their IDs but American and European users can't? What kind of service is that?

I'm pretty sure when i chose mine it was stated that you wouldn't be able to change,but that was back on the original psp when the PSN first really took off and it wasn't too hard to choose.But i know from creating my wife and kids accounts it has become very hard because now you have to use numbers and high/low case letters otherwise it clashes with other users.
