Whether you require a Proxy Server or not is up to your internet service provider but it is fairly unusual.

go to

Settings > Network Settings > Settings and Connection Status List

In order for us to help your further you need to provide some detail as to how you are connecting to the internet:

Who is your ISP?

Are you connecting via a modem router? 

What brand and model?

Did you use Easy setup when setting up the PS3 to connect to the network?

What are the results (all the results) of an Internet Connection Test?
