Your psn account needed to be active prior to 21st April. The first place I went to look for the welcome back package was account management - transaction management - services list on my ps3, nothing there, so I went straight to the playstation store and clicked on the welcome back banner. There is an activation process linked in there checking if you qualify. You will then be asked to download a promotion activator file. You can then download your games from there or back at account management - transaction management - services, Thats how it worked for me.
