I keep trying google search for this answer but all i find is "Its released 29th March"

Just want to know is this just America? cause its definitaley on the UK store.

According to the store blog, the intention was to release in North America first, and when that was done, they would then submit to the European store. So it will come, but not for some weeks yet.

I have downloaded it and it works great but I have two questions:

1) Are subscriptions shared between accounts on the same PS3 system?
2) It says the Marketplace has no items in-game. Anyone else having this problem?

I doubt you can share subscriptions between accounts.

I had a problem with the marketplace, in game nothing would load at all, I could only access it when i was back at the world map screen and chose marketplace from there. Then it worked fine and was full of items i couldnt afford!
