I think you are misunderstanding, the foreign PSN accounts won't be used to play the games, purely obtaining the content to save you the hassle of imports, and regarding the credit cards you don't have, well you answered that yourself, just buy PSN cards. Just to clarify, the way the PS3 works is that if content is downloaded by any user onto a console and their account is activated on that console, then all other accounts on that console can also access the content. Hence playing hong kong dlc on your console downloaded by your hong kong account, but played on your english account. In fact, if this system didn't exist then every user on a console would have to purchase an online pass for games with such a requirement. So say i bought fifa 12, and redeemed the online pass on my account, my brother can play it on his account on the same PS3, because one user on that console has the pass. Or say my brother bought a game off the PS Store, all the users would be able to play it. Same concept
