I'm sure there are quite a few people on this board having this issues. I first encountered after purchasing my Vita and linked to my account.
Was ok at first, as in to fund my wallet, but then come early hours of Friday morning started to get the error. NOTHING had changed my end, nothing on my router, credit card or any other settings. Tried a couple of different cards and still the same issue. Checked with the bank for any holds on my accounts and told nothing on hold and the transaction failed at Sonys end.
Called Sony told to wait 24 hours, as account was locked...this without asking what my PSNID was. So nno luck there. Waited 48hours...still getting the same error. Checked my sony account on line and failed transactions are labelled as "missed charges"
I know for a fact this isn't at anyway my fault as I've checked all my ports on the router. I can purchase things on all my cards at online stores and local shops, so that's been ruled out, waited 48hours to rule out locked account.
Asking some online friends who have also purchased a Vita, are saying they are getting the same issues on both PS3 and PS Vita
So Sony I ask you this...how can you blame the individual when they have checked everything down to the tee and have exhausted every so-called solutions.

Is there a Sony representative to actually clock in and explain to us what on Earth is going on as this is reflecting really badly on them at the moment.
First having issues with Vodafone to get a wipeout code (major fail) and now this.
SONY I WANT TO GIVE YOU MORE MONEY!!!

If we can put more pressure with numbers we should start to get somewhere....hopefully.

I'm having this problem for two weeks, on Vita, PC and PS3. I seem to have found an answer to all this. On a different talk I found out a helping website. It is https://account.sonyentertainmentnetwork.com/login
Update your billing info there. You can add funds there or on your Vita or this site.
I hope this helped, I haven't tried this BUT I will later.

Furious that although there's loads of reports of this error code on the net not one Sony representative has even acknowledged the problem, let alone solved it. *****, I'm back to my X-Box....Fucj you Sony...
