Not really.
99% of games a region free but they do not have to be if the publisher decides it not to be.
Sony are quite strict with region control as DLC, Codes, Vouchers are all region or in some cases country locked.
The only thing that I find slightly... 'off' ... Is what kind of error stops region specific players from playing together, and why did it take so long after they were willing to patch the game (for whatever reasons) for them to be notified about it?
...Surely in this day and age worldwide online multiplayer in any form is top priority from the beginning of development?
...But pfft I have no idea what I'm talking about
