If your still having trouble with this I can give a solution which may or may not work, I had to sit with my Purna or Xian games loaded then if you go to the Lifeguard Station and open up the lobby chances are after a few refreshes someone will crop up with the requirements Xian and Purna are less used so that's why I suggested these two, honestly it works it did for me.

This is the only trophy that did my head in, but I got it and cleared up thank god.
