I have the same issue... near and maps don't work, they can't find my location and a error code appears (the same C2-13396-2)

got the same, i get C2-13396-2 when i try to get my location in the Map app.
and Near says that it can get my position data.
i got the vita with 3g and i live in Norway, i tried with the simcard from my cellphone.

Hi guys,

We have had a troubleshooting suggestion to try and solve this issue.  As the Near app is saved directly to the system you cannot refresh it.  If you restore the PS Vita system then this should refresh the app and hopefully resolve the issue. 

A guide to restoring the PS Vita system can be found here 

The restore should not delete the contents of your memory card but I would remove it just to be sure.

Please let me know how you get on and I can feedback if the solution does not work.

Nope didnt work people in the forum have said that they have restored it and it dosen't work

Like people previously said restoring doesn't work. I followed the guide anyway just in case, but to no avail.

I got mine from taiwan and use it in austraila could that be the problem??
