well i finally got it work! only took 2 days of googling & searching & reading! 
why has it been made sooooo difficult to play a game?! i think i'm pretty good with computers however this has been an extremely frustrating problem.
i also had the same with my 3DS, could play some games online but them mario kart 3DS wouldnt work! eventually (after many days of serching also!) i found that i had to give the 3DS a static ip & add it to the DMZ.
i've opened the ports for the vita (you also need 3000 & 6999) & added it to the DMZ but it still wasnt working. it seems there's a problem in the DMZ for some reason as it wont save a 2nd ip in it so i'll have to keep switching them when i want to play on vita & 3DS
has this problem been caused by a console, PSN, game or router problem?

i used this to get my vita to have a static ip address (after LOTS of searching!). but then i also added it to my routers DMZ (hard to work out with a SMC router & also wouldnt work unless it was the only 1 in the list) & port forwarded all the poorts listed in the link (you'll have to google to know how to do it for your router)
its took me DAYS to get this to work!
