i bought a preowned ps vita and i want to go online on psn but the last person has registered his account on it, so i can't login with my psn account. I then contacted sony and they said to go to format and restore the ps vita but again i can't do this because it requires the registered account to do this. What do i do to get rid of the registered account so i can register my account. Help Me please.

Try to put the Vita in recovery mode:

Hold down the power button, the PS button and the right shoulder button simultaneously. If the doesnt work try holding the power button. When you are on this menu try option 5 and it should remove the previous users profile.

I had this same problem, and i did option 3) restore the vita system or however it's worded.  That worked as well.
