I can't answer for Japan, but it won't work in the US, because US digital broadcasts don't use the DVB standard. Instead, they use a mishmash of proprietary formats depending on where you are. Since PlayTV is exclusively a DVB-T receiver (digital video broadcast over UHF signal), it does not support any other digital broadcast systems.
