1. I don't think enemies should be able to build in any of the teams radius/landing sections.
Which will rule out home base and whereever pod beacons are placed.
2. Maybe it is possible already, but it would be great if when creating a match you could setup how much rift everyone gets, that way everyone could deploy hawks straight away if they wish or whatever.

Yeah, definately make spawn safe from buildings. Not sure about spawn beacons though, as those are more free for all terrotory.
And:
Brief Description of the issue: Killing enemies in jeep by landing a building on top of them leves them standing like nothing happened (but they are still dead though).
Map which the issue occurred on: Acid ????
Where on the map was the object being placed?: In spawn, think it was southern part of the map, not far from the flag
Frequency: Not tested again, was dying laughing after the first...
Steps to reproduce the issue (if possible): Get jeep, get enemy, enemy in jeep, summon building on top of him
Any suggestions to improve the issue?: None
Not sure if a jeep is required, and to be honest, he wasn't in the jeep, he was on his way into the jeep when a sniper tower hit him hard. But afterwards, he told me he was respawning, and I was looking at his character standing in front of the tower, looking around like nothing happened. Disappeared when he respawned.

SUGGESTION - Its an amazing part of the game, but an option to dismantle your own buildings would be good.I build 2 Respawn pods near an enemy base along with a bunker. I build the 2 to get rift a bit quicker as their was no barrels near. Obviously this isnt fair to other team mates when their are allready 32 buildings on the map and no one else can build. when i noticed we were upto the 32 limit i tried to blow up one of them but obviously i cant damage my own buildings lol

Ah ok thanks, i thought something would pop up saying dismantle or something, but nothing did. I will try when i get a chance

One thing that worries me about build and battle is are they going to keep the build limit at 32 even when they raise the players to 32 because 2 buildings per person on a 16 man team really isn't that much.
i can see it now i run across the map to create a good spawn point, I try to put down a pod beacon only to find out my team has built 25 random walls, 5 auto turrets, a jetpack dispenser and a sniper tower loll.
maybe a slight exaggeration but you get my point.

I know what you mean and yes it would be handy for more buildings, but it makes people actually go out and fight and get some kills rather than just building and gaining xp. But yeah in a 32 player match it would be good for a 64 limit.

Maybe exclude walls from building count, or have another counter for that, that way you can build more statit defense, except auto turrets and beam turrets. I think walls are the only building it is feasable to have a higher count on, otherwise there would be like 50 auto turrets and beam turrets around the flag....

Some things are expensive sure but walls only cost one bar of rift and everybody spawns with two bars so technically you could build 32 walls straight away.
You could build a fortress within minutes with a moat and everything, hopefully they introduce some kind of rift shark lol.
