Just travel back to all the gunsmiths and see if the weapons are available.

When I was stuck on 99.5% it was a stranger mission I missed I had done 18 of them and thought that was all I needed(it was sort of) but one of the missions didn't count towards the 18.

I walk to all gunsmith shops but no use there no weapons to buy

 

I own all 5 rare weapon but the journal says I got only 4 

 

and I did all 19 strangers missions

 

but thanks for your help
