After some thought heres all i have (some old ideas) 

1: Person subject to a vote does not get a warning at the top of the screen (Hes behind you!) unless people have voted against the kick aswell.

2: The vote is open the entire round it is initiated, and the vote result is not enfoced by the system untill the round is OVER, Giving all the chance to vote in their own time and ensures a clan dont "get the drop" on other players in a 4v4 as happened to jimmy. (Time to react). If a person leaves of their own accord after a kick is certain but before the round ends it is counted as an incomplete and not a kick, but they are still banned from that server. Even if they leave mid vote, people can still cast votes untill the round ends as to whether the person should be banned. (teamkillers leaving then rejoining before votes can be decided much).

3: A higher Percentage of 75%+

----OR A system that requires 50%+1 player if nobody votes against the kick, 50%+2 players if 1 player votes against the kick, 50%+3 players if 2 vote against the kick etc... (all tallied up and enforced at the end of the round so nobody gets the drop on somebody else)

4: If one member of a clan casts a vote, the rest of the same clan are ignored for the purpose of voting in Default public ranked rooms. Whether there are  2 or 12 clan members, that clan can only have 1 say in any given vote in the public rooms.

5: If a clan vote out a player, no other member of that clan can join that actual game (not the room itself, just that particular game) in public ranked rooms.

 Im not suggesting all together ofcourse, just a few ideas for debate or ridicule. I probably am missing some bad sides to the ideas but thats where you guys come in

1 n 3 together would be good n 75% would stop any 4 v 4 vote off so there would be no need to wait the whole round. I suppose somthing would then be needed to discourage team killing.

Most of the idiotic clans that vote for no reason are either kids who shouldn't be allowed to play because of the age restrictions or american clans because there are so many of them and they want there clan mates in on their team.

There is no easy way to solve the problem. Muting players??? I don't think that will stop the type of people who vote for no reason. The only way I think that would solve the problem is if the vote didn't count until the end of the game, therefore you can still remove a problamatic person from the room, ok its not going to help on that map, but at least it would stop people voting for no good reason.

Unfortunately online gaming will always have a large amount of wind up merchants to put it politely, but you will never solve the problem effectively.
