Socom 3 PAL questions

Can anyone clarify what features socom 3 PAL version will have. I have heard the NTSC version has USB flash drive support so you can download maps ( i aint even sure if thats true), some people say the PAL version will have this feature, some peeps say not. Also the NTSC version has a verification system using a credit card, will the PAL version?
