This is starting to get annoying, I've had this problem since months now.
Tried the following:
Ps3 factory reset, format, several singstar discs, other router, dmz on firewall, no firewall, other network cabling, via wifi, via ethernet, deleted singstar related updates/content... nothing seems to work! i have spend hours and hours lost on trying to solve this...
sometimes i managed to access the singstore, even buy something.. but no further! i can't download what i bought! icons are partly and randomly missing, its VERY slow.. and most of the time I cant even log in.. takes ages before the error comes up which is random.. LE10, LE11, B0 and what not.
specs:
Ps3 EU Netherlands fat 80gb model. cechk04
singstar vol.3 eu bces00216
singstar dance eu bces00894
please find a solution for this problem.
my internet connection is fine.
psn access is fine, i can download and it connects quickly.
i can play ANY other game except for singstar online without problems!!!

Problem solved here.
it seems it was caused by my ISP (UPC cable) when they unannounced updated the Thomson TWG-870 router from 01.38 to 01.41 last February 2012.
I am not sure if this applies for all of you having problems here, but if you have the above router I would suggest to call you ISP to complain and ask for replacement.
I received the Cisco EPC3925 EuroDocsis 3.0 2-PORT Voice Gateway after complaining, and this solved all my problems.
Other problems not relating to online gaming are also FTP and IMAP email.
Hope this helps others here, also if you don't have the thomson router you may have another brand router which has the same issues. I would recomment to test another router or network.
My apologies to Sony and the Singstar crew for all my complaints!

The feedback I have received from the Singstar team indicates that this is a issue with your ISP's.
Best bet is to contact them to see if any changes have been made there end.

my wife has been having the same issues for nearly a year now, both the LE13 code and a code that starts with B (dont remember but i think it's 3 letters/digits) while trying to access the singstore, most times she is able to add a few songs to the cart but rarly manages to actually purchace and download anything. she was having this issue with all of her discs, the singstar viewer and now with the new singstar client. before this year we had hardly any issues at all. we have already bought hundreds of songs prior to this and would love to be able to continue doing so.

seeing as the rest of psn, all games, and the psn store work fine with my router and isp (and singstar used to) it's just a cop out to blame ISPs. everything else works fine so there is obviously a way to configure the singstore to not conflict.
