I played the beta and was wondering if I'll be able to receive the hand of the founder as I'm getting Starhawk next week.

If you played the beta and warhawk then yes

If you go on the PS store you should find it already.

I played both Warhawk & was in the beta & dont have an option to download from the store, anyone know why?

I wasn't able to download it from the store either, but sometime last night I got a message on my playstation from Sony thanking me for Beta testing with the hand of the founder as an attachment. And you dont need to have played Warhawk for it as I've never played that aside from the demo.
