I think they are fine damage wise, maybe they have a little too much AoE but then again it's Hawks only trick versus infantry.. (I wish machine gun/lasers/homing missiles were.)

Hawks can stomp infantry already for an instant kill - cluster bombs need a nerf as it's quite easy to get 3 or 4 kills at once just by randomly dropping cluster bombs into the enemy base.
Rather than a wide spread of cluster bombs, it should be replaced by a single bomb with a much smaller AOE. Maybe even an air to surface missile that locks on to a single soldier and nothing else?
3 or 4 kills!! try 5 (I was protecting the flag stealer though)..
But they are a little too powerful...
Maybe if they only fired two at a time & not the four they do now & the pickup reflected that by only allowing a pickup of four & not the eight...

I've only used cluster bombs in Prospector matches, but they are stupidly powerful against infantry. And you get XP bonuses for multikills with them,
For a kill of 5 you get:-
so they are highly appealing to the Hawk flier. I'm not sure Hawks should have a weapon against infantry though. They are for air support. The powerful weapons should be for taking on buildings and tanks. Otherwise as a Jack-of-all-trades, there's no need for anything else in this game. Just fly a Hawk and do everything, instead of having to choose the right tool for the right job between infantry and vehicles.
If you take away the ability to stop fleeing flag carriers on jetbikes you have to replace it with something!!!!
Would you like to see Hawks with the ability to lock onto Sidewinders with Homing missiles!!?
I do suggested splash damage to all vehicles from their own weapons, so they can't bomb from point blank. Pushing the Hawks up into the air would reduce their bomb accuracy somewhat.
