Flash is DEAD out side PC usage.
This was ADOBES choice to throw the we give up flag. NO Developement of Flash for non PCs ( and Flash 12 will contain code to Force HTML5 use later on PCs ). All sites have been told to start the switch to HTML5. There is no flash plug in for PS vita...
All sites will now have to switch to HTML5 or DEADICATED apps per device unless they want a loss in advert based funding.
BBC Iplayer Will require an app. As HTML5 DRM video protection is not finalised yet, so the PS vita does not have HTML5 yet.
Every single review of PS vita Stated NO FLASH support and Limited HTML 5 compliance.

You can get a vita from any store selling them
You can't get Flash for Vita anywhere as it doesn't exist, and if you want to get an iPlayer app for it, you will need to wait for one to come along and it'll appear in the PlayStation Store.
