[HELP] my ps3 wont turn off or load up

Hi earlier I had to move my TV and ps3 to one side of the room to an other and as I was doing this I brushed all the dust of the top and carefully placed it down. When I returned it back to its original spot and plugged it back in none of the game icons appear so I cant do anything. The only icons to appear are the system ones and half of them just crash it. So when I try to turn it off it beebs twice but it wont turn off and the green light just keeps flashing and also the system emergency shutdown doesn't take 10 seconds like it should do it takes 20 for some reason. What should I do? Please help

"brushed all the dust of the top" - sounds like you need to keep it a bit cleaner tbh, don't allow dust etc to build up and vacuum the fan areas once in a while (or use a can of compressed air)

you could try and restore the file system from the recovery menu to see if it helps at all - backup your saves first.
