Hello, It doesn't look like you did anything wrong and the NPCs guarding Cole should not be attacking him
, but you must make sure that all your logic boxes are organized and make sure they are triggered properly, re-check them once again and make sure it actually triggered in the first place.
Look at your groups too, make sure you make the object modifier specify the group that is suppose to be neutral to Cole. For example, if you name your Ice people group, Group A, make sure you make the object modifier that makes Group A neutral to Cole specify that it's directed to Group A. If you made sure of this, check to see if any of the specified group is mixed in with other NPCs.
Basically I believe you may have some Groups mixed up, or the object modifier that controls the hostility may have specified the wrong group name that you want to be neutral to Cole, I hope this helps

It's also possible that setting them to guard Cole is interfering with the 'neutral to Cole' setting. If you set a character to guard, they go towards the thing they're guarding. The 'guard Cole' setting is not necessary if you want the soldiers to fight alongside Cole. Just make them neutral to Cole and hostile to the enemies and it should all run as you expected.
