Yeah, I'm not sure about the time there, I'm wondering if it's because of the right-to-left nature of Japan that it's written that way, or if the building work started at 8PM on that day and was is to end at 7PM on March 15 2010 exactly. Well, they were working on it at 1 in the morning, so I don't know The translation in English at the top is pretty accurate though, just written in a cute Engrish way. I'm guessing a sewage trachea is just a sewage pipe...
Personally, I think they just like to make the weirdest things they can, just because everything else has been done a million times before! Just going onto the street, all the shops will have massive signs with their own mascot - the idea being that the cuter the mascot, the more likely it is you'll shop there. For them it's business, but for us it's endearing and curious because we've never seen it before. All i can say is "loljapan".
