Everybody is Rank 101

Everybody I see is either A really low rank (Under 15) or Rank 101.
I would have expected to see people atleast Rank 90 or something, but everybody is Rank 101.
Why is this? I don't get it.
(Ive been playing this game since 2009 so ive seen alot of ranks)
Is it a Glitch that I only see, or is it a popular hack?

I love me some Coke every now and then, Dr Pepper however...
