Simply make sure you are offline while you start the game. Only sign in after the entire intro sequence has completed. That's it.
The ads are downloaded right away at the beginning, during the intro sequence. You may have to do a fresh reinstall, to delete the ads already downloaded, but I have heard from others that even that is not necessary.
I have not seen an ad ever since I deleted the game, did a fresh reinstall, and made sure to always start the game offline.
I've heard from some in the UK that a fresh reinstall is not necessary for them, but it may be necessary for everyone else.
Confirmed - I loaded wipeout - got to the home screen, then plugged in the internet - no ads!!!!!!!!!!

Allow me to interject, whilst disconnecting the network cable everytime you want to play Wipeout prevents the annoying advertising from being displayed it also has the annoying side-effect of having to disconnect the network cable and reconnect it everytime you want to play Wipeout.
Alternatively someone could find out the IP addresses of the servers used to download the advertising and as such block them at the router/firewall?
My home router isn't advanced enough to give me the information I want and I don't have a network hub to hand to sniff the traffic using wireshark.
I'll see if work has an old spare network hub laying around when I go into work tomorrow.
A quick google revealed this they might be the server addresses used for the downloading of the advertising.
I'm off to get some sleep now though, so i'll give it a test tomorrow.
I just tested it and got a really annoying PSP advert. I think the advertising server addresses must be different for Europe.
I'll see about using a network hub and sniffing the ip address that way.
