I'm stuck with one territory left in the southwest corner of Floodtown(see picture below). I've been stuck for 5 days now. I've tried everything. In those 5 days, I even went back and played halfway through the game again to finish off another trophy. Now this territory is the one thing stopping me from getting the Platinum. I've tried everything I could think of. Still no dropped packages.
I know I have to take out the enemy once they're down. I make sure they don't fall in the water as much as possible(Which is difficult itself in this area). I've even tried the lightning tether to pull them to some of the surrounding areas to finish them off. Still nothing. I've searched all throughout Floodtown. I rarely find enemies outside the red zone. But when I do, I get nothing. And it seems I can leave and re-enter the red zone 200 MORE times, and I'll find the same 6 guys(3 icemen, 3 militia), and I'll kill them again and again without finding the mission I'm missing.
It used to be that there was an occasional ambush on the north edge of this area. A battle between two factions. I've had that occur just once since Level 37. I've long since played the last mission to finish things off, hoping that would solve the problem. And yet it doesn't make a difference. I've been sitting on 40. Aftermath for the past 3 days and still nothing.
I came across a post on another forum from a few months ago where someone had the same problem with the same territory, but it was never solved.
Has anyone else encountered this problem territory? Or have any suggestions?

It's a Karma-related mission. For Evil, it appears on the upper-left edge of the territory after you complete the assassination side missions on the first island and is called "Assassin's Greed". Can't remember what makes it appear for Good, but it's probably something similar. I think it's close to the medical clinic in the territory.

Not sure why it's not showing up then. Did you do a mix of the good and evil karma missions? It could be that doing that stops the missions there from appearing.

I've got it.. For anyone that comes across the topic later, since I'm not the only one with this problem: The issue is indeed, as planeone1 suggested, related to a good/bad alignment mission.
Out of the 4 good icemen missions(required for Frozen Asset trophy), it's the second mission you must complete to gain this territory. That mission is called "Stay Frosty".
Out of the 3 bad assassin missions(required for The Cleaner trophy), It's the third mission you must complete to gain this territory. This mission is called "Assassin's Greed'.
If somewhere along the line you play from more than one alignment in one of these 7 missions, the territory will then be unattainable. As will one of those two trophies above, and of course the "It's My Town, Now" trophy will be lost on this playthrough.
I was lucky enough to have an older save to where I could just replay the side missions on the whole island. If you aren't so lucky, unfortunately you'll have to start another game and play through it again.
On a side note, It seems a little ridiculous that a territory could get locked out. Opposite karma missions, sure. That makes sense. But the entire premise of the game is to play through it and make your own decisions as you go. Yet in order to take over this territory you have to stick to a single alignment throughout the game. The fact the game restricts you to an alignment is a major flaw, in my book. If the aim is to make you choose an alignment and play, then that's what they should do. Force you to choose an alignment, then play the story for that alignment. My issue with the set-up is that they open up the possibility of sabotaging your own progress by giving you the freedom of choice. Why do that? To intentionally slight the player in the end? Or to make it easier for the developer? Obviously the latter, but that makes it no less of a flaw in my book.
But it is what it is. I'm just glad to be done with it. Best of luck to everyone else. My best advice is to create multiple saves and save often. That way if the game screws you over like it did for Causton and I, you'll have somewhere to fall back to if you need to make some corrections.

I found the mission by killing the ice men patrol on one of the buildings with mele attacks without him falling off the building and it gave me a hidden package mission. Thats how I did it I hope that helps.
