I completed infamous 2 all the way good for the first time and then all the way evil the second time. For the evil side I got all powers in the game, but for the good side I only got the evil electrical powers and not the fire powers. I think there should be an update to fix that.

You should be able to purchase all powers after the second play. Have you completed it fully all side missions finished etc you should also be rewarded a 15000 xp bonus after second play.
