I have completed the main game and most of the side missions but some are just not showing up, preventing me from completing either island fully. Do I need to do anything in order to unlock the side missions? I have collected all of the blast shards if that helps

Go to the areas you haven't taken over and find some enemies to fight. One of the defeated enemies will have either a Hidden Package or Convoy mission.

Also make sure the enemies are dead and not moving or the mission won't appear.
