Working nightshift gives me more than enough time to think, so I figured I'd have a go at this. My idea is very rough and I haven't touched the infamous ending, the scale of that wouldn't translate back into a single city game, not with the powers Cole was wielding, so just a hero plot from me

There country in ruins the American government saw the power of the conduits bring them to ruination but with them a chance to reclaim their fortunes and even in death they sought that power. Unable to get surviving troops moved faster enough after the final battle still they had agents on the ground, waiting for their chance. John whites body had scattered to the four winds, dead for the last time, Cole’s had been claimed by the people of New Marais as a martyred hero but Lucy Kuo’s body was simply taken to the morgue and easily appropriated by the government.
With Dr Wolfe’s files and seized equipment they believed they could re-build their army, wielding ice powers they could crush down the other countries that are now on the rise to America’s fall, they had a frozen blueprint to victory.
Rushed to a lab, prepared to cut her to pieces to extract her power and secrets instead they find a spark of life in the body that had been held in cold storage. Rushing to acquire a live specimen Kuo is brought back only to relieve her incarceration and pain all over again.

Cut to a few months later, a former college of Kuo’s manages to finally get close enough to finally see what has become of her, witnessing her being forced to fight to test her. Finding allies a prison break is planned, Kuo takes her chance when the opportunity presents itself, fighting off the guards that pursue while fleeing through a panicked city.
Contacted and led to a safe house she collapses in exhaustion, she awakes to a city in lockdown, the government trying to contain their escaped conduit, her friend also informs her that the allies that had helped have gone public, exposing themselves as religious fanatics, using Kuo ‘the demon plague bearer’ as a way to manipulate the people and seize power from the government.
Deciding that she needs to get out Kuo tries to make an escape across the main bridge but is meet with stiff resistance, conduit empowered soldiers, wielding more than just ice powers as well as a risen religious militia hell bent on wiping out all powered beings and destroying the government that created them. Forced back into the city she goes to ground again, she thinks of Cole, he too had tried to escape when he first got his powers, in the end he stood his ground, now it was her turn, the government has obviously got more conduits, transferring their powers as they had done hers. She was going to find them, fight the fanatics, save this city from burning down and igniting what remained of the country, with new resolve and wardrobe she sets out be who she wants to be.
Either helping or intimidating the people she begins to collect intel, raiding facilities, ambushing military units or fighting them off, hunting fanatic leaders to learn what they know. She learns of the revived conduits, not killed by Cole but suspended, taken by the government. Also enhanced transfer devices, refined to remove the side effects of the one originally used on her, these artificial conduits were stable, madness and mutation never plagued them as it did Vermaak 88. Artificial creation would have power run through the transfer device, to the conduit and out to the target people, no mass slaughter like a ray sphere.
While the government were determined to get her back they were equally concerned with something else, Kuo learns of the approaching storm, something related to Cole’s body which had been taken out to see.
Seeing the governments split attention as her chance to break in and free the others when the storm hits, when it comes however her plans change, like White before him Cole has returned, mindless at the centre of a massive storm.
Fighting her way to the eye of the storm Kuo either tries to reach Cole and save him or seeing her killer sides with the military again to try and kill him. Either Kuo saves Cole and the two flee back into the now damaged city or Cole awakens from Kuo’s attacks, fending her off he flees into the city, unsure what the hell was happening and is meet by Kuo’s friend who had used the confusion to become an artificial.
The city damaged, blast shards scattered about as well as journal recordings from Zeke as a hero you can switch between Cole and Kuo or as infamous between Cole and the contact. The plague is back, a combination of Cole, Kuo and the increasing artificial’s have made it inevitable, seeking a new solution for now the two seek the transfer devices as well as the conduits they are being used on. The main holding facility damaged they have been separated to secure facilities which the two now begin to assault, either to recruit the conduit as heroes or simply capture to see if they will either follow them or be kept in storage to be used by them.
Realising that another RFI blast would only work if the government stopped their grabs for power it becomes obvious that is never going to work, once Pandora’s box was opened people of power were going to pursue it no matter what, even if they stop it in the states there were thousands of conduits across the globe, their bodies would have been taken, studied, another way had to be found
Realising that the conduits and artificial’s were immune to the radiation they give off a new plan was formed, make everyone an artificial, acquiring conduits and transfer devices they plan to set up a grid around the city, once in place they would transform as many people as they could and then move out, transforming the human race.
Cole either finds recruits to transfer to, creating additional templates as well as transferring his own powers to create a living power supply to power the network once set or he captures people, setting up conduits as stored samples as well as holding people, planning to transfer his power to them then drain them dry to empower himself in the last mission, killing hundreds while transforming the human race but with him on top as a incredibly powerful conduit.
Opponents of the heroes would be the artificial enhance soldiers and the new militia, main enemies would be a core of matured artificial’s including a leader that had been enhanced using DNA taken from Kessler, a second lightning man.
Opponents of infamous would be similar except lead by a vengeful Kuo, promised a place of power for Coles head.
Hidden Drops would be of the tale of Zeke Dunbar. One of Coles enemies would try to sway him by telling him that Zeke had been killed by the Lazarus Man and he could help him find him, Cole would refuse instead collecting Zeke’s audio diaries, leads that he had recorded but then scattered throughout the city when the storm hit.
Following how Zeke had gone out to sea, intent on giving his friend a final farewell, a lightning strike had put a halt to that. A storm hung over his boat, following him when he got the ship fixed and moving. Noting that his friends body, while seemingly dead, was not decaying as he’d seen other bodies do in Empire city and New Marias, he begins to hope, could his friend be saved. Rigging up a lightning rod to Cole, a strike would see his body glow but remain inert, Zeke would see this as at least some promise, his friend didn’t blow up at least. Using things he had taken from the militia, items that had been Wolfe’s, including a weak blast core Zeke prepares for a second try. He talks about his regret concerning Kuo, she’d betrayed them but Cole hadn’t held it against her, she wanted to live, he could understand that better than anyone and Zeke had just left her behind, if this works could he have saved her too. Zeke begins to spot pursuit, a fighter jet cuts overhead only to be shot down by a lightning strike, still boats are on the horizon. With their ships either destroyed by the beast or spread out across the globe it had taken the government time to find them but now they were chasing the boat, they wanted Cole’s body but they sure as hell weren’t going to get it. The perpetual storm was keeping them at bay and Zeke laughed at their attempts to intimidate him into stopping, as if they would fire and risk his cargo, his last entry had Zeke in high spirits, the storm had grown fierce, a lightning strike into his completed rig was only moments away, the Lazarus man would rise again, rise and shove a lightning bolt up their ass. If I don’t make it brother, then you give em hell, give em hell for me.
The end would see the city transformed, either creating a new hope for the human race, artificial’s spreading out with transfer devices in all directions, setting off new blasts far and wide as they try to save the human race, heading overseas to save more. Cole becomes one of the many once again, disappearing into the new world he help create, starting a new life with Kuo, no longer a demon or saint, just a man living his life.
Or Cole would rise, moving to transform humanity but with him on top (kind of like the last ending this, did considered Cole dying at the end of the infamous story, overreaching himself he sets off a massive enhancement blast but he loses control and burns out, dying.)
I put forward all this nonsense that has come out of my head while working nightshift, it’s far from a complete game but it allows for the player to switch between characters, trying out different powers and fighting styles which would allow for co-op play as well as possible multiplayer.
