Are you both from the same Country??
German Account holders can only SharePlay with other German Accounts, they are not allowed to share with other Countries.
Had a similar issue last year, pretty sure we adjusted something in the settings, but without turning on the PS4 - I cannot remember what we did.
Have a look when I have some spare time, unless anyone else can update a solution before I've had chance to look.
Got it now....
1. Hit the "Share button"
2. Scroll down to "Start Share Play"
3. The screen now shows a message about making a Party and to Select someone to connect to - just click OKi
4. Invite a Player
5. An Invitation is sent and it then changes screen
6. You should now be looking at 3 options.
Test Connection Speed, Cancel, Oki
7. The Share Play is now open and on the right hand side, you have a list of Options.
Scroll down to "Party Settings"
Now you should be looking at another list to select from
Scroll down to "Video quality of Share Play" and select that.
Here you can adjust Resolution and Frame Rates.
These each have 2 settings of "High" or "Standard"
Make them both "Standard" and it should work - at least it worked for me in the past.
You or your friend has a different setting for Resolution and Frame Rates - just a simple matter of the TV, they are not compatible to show the Resolution that the other person is using - same goes with Frame Rate.
Make them both "Standard" and Share Play should finally connect.
Tell your friend to do the same.

im so upset with playstation right now, I have the same issue, they wanna just blame it on my internet which is crap bc share play has been working great for me since i bought it when it came out...why, if it is my internet, is it just now happening?

my friends were telling me I could buy another ps4 and I laughed in their faces but my best friend did more research.Playstation knows about this now, its due to the recent update but its only happening for a minority percentage of their users so who knows when it will be fixed.@awb555
They told me to get a new router, luckily AT&T gives them for free. With some persistence of course@marii923
This is true. Sony did something on their end during the summer and it screw share play over for many others. I use to share play with a friend in feb - mar. Now he cannot connect to me. No one can connect to me but i can connect to others. Sony need to shape up and take the blame for their mistakes.@marii923
Having problems now also. It always asked me to test my connection before and one time it randomly stoped. Now when people try to connect it doesn't even give them the connecting to the users ps4 screen instead it's just a blank blue one. I can connect to anyone else though.

I’m having the same issue but when my friend connects to me, it just shows nothing but I can connect to them, I have att fiber 100mbps and it’s bs, ps is telling me it’s my internet like bs!!!
Speed is very important for SharePlay but it doesn't necessarily guarantee it will work.
Unable to connect with other/certain players is a routing issue which can be resolved with configuring your routers firewall,either by opening ports or setting up a DMZ to allow traffic to pass freely to your PS4's IP address.@jakedk01
