You know you dont have to kill him? :P you can just make him flee after the timer has gone, aslong as he doesnt break the wall (it tells you the percentage of the wall in the quest).

I've fought it until the time was up and it didn't break into the fortress but I still failed. Was that because I didn't do enough damage?

If lao damages the fort too much, it doesn't crumble away, you just get a mission failed message. Check the quest status thingy on the start menu to see that the forts health is to see how you're doing. That shows how much health the fort has left, everytime lao hits it the fort loses 10% health. As long as the fort does not reach 0% health, you will pass the quest.

Thats not strictly true. You do need to do a certain amount of damage to Lao to repel him even if the fort integrity doesn't fall to 0. I've failed when the time runs out and the fort integrity is still at about 60%.

Just make sure you hit him lots and use bombs on him when he enters each area. Felyne Gunpowder skill is useful here as it increases the strength of your bombs to the + size bomb. So you can carry 10 Lrg Barrel Bombs with the power of Lrg Barrel Bomb +'s which is useful.

And use a dragon element weapon if you can too as that does extra damage to him too.

Really? I've never had that situation, I've either failed because he's damaged the fort too much or I've completed the quest. Oh well, something for me to bare in mind then.

It's true, you need to do a minimum amount of damage to him, although it's rare to fail due to this as he usually destroys the fort if you don't.

In addition to Zephon's tips...

* Grab the anti-dragon bomb out of the box in camp. There are 2 opportunities to use this, but I would wait until he's in the second  to last area. In here, after the corner there is a ramp, and a bridge. When he gets near it, run up onto the bridge. Stand near the top of the ladder, as he will rear up and swipe the bridge with his mouth if anyone's up there. When he's done that, go to the middle of the bridge and jump onto his back. The timing will take practise, but you can land on the first flat on his back behind his shoulder crest (i.e. just behind the bit where you can break his spines off with clust2). This is the only place you can use the anti-dragon bomb. You can also get carves here, but don't waste your time - you only get scales and large bones. You're better off doing the damage with the bomb (his weak spot is his back). When you've planted the bomb, make sure you stand the same side of it as his head is, so the explosion puts you back in front of him.

* Grab 10 ballista at the start of the battle - get as many as you can out of the box then search the spear rack in the next room to top up to 10. Then when he is entering the final stage, get on one of the ballista cannons at the top of the wall, and aim in the middle of the valley and about 1/3 down. When he enters the area (i.e. the eye icon appears next to your name), count four foot steps then unload all your ballista shots. You will not see him while you're doing this, but you can tell if you're hitting him because you should hear him moan at least a couple of times (maybe more if you were close to staggering him anyway). Once you've fired all your ballista, jump down and run to him to continue hitting him.

* When he gets near the fort, watch for the first time he stands up on 2 legs. As soon as you see this, put your weapon away and climb back up to the top of the fort. Timing is crucial - take too long and you will be too late, and probably take a load of damage. When he gets near the fort he will shoulder barge it. As soon as you see him stop his walking animation and start the shoulder barge, hit the button for the dragonator. Then jump back down and continue hitting him.
