Basically, when i try to add any of my PS3/Vita content from the Store (via PC) to the Download queue, i get the following message:
"Sorry, we were unable to queue your game for download on the PlayStation3. Please try again."
It happens if i add the item from its Store page, or from the Download list.
The problem is that the item is still added to the Queue, even if i get the error message or not. But the PS3 (or the Vita) won't recognize any content waiting to be downloaded. And most of the times it's impossible to remove the queued items, they randomly disappear/reappear for no reason, if i click to remove them they get stuck there. I added some demos for testing last week, i tried removing them, and they're still queued. This is not normal. Sometimes i manage to remove stuff, but maybe after 5+ attempts.
I tried contacting the Support but they blamed my network settings, which is impossible, as i never touched them in years and the Queue stopped working a couple of weeks ago, but i definitely used it. Also adding items in the queue doesn't require to have the systems turned on, they only need to be activated, you can queue items even if they're turned off, it's not rocket science. I know for sure that the problem is not just in my country or in Europe only, as i tried asking foreign friends with US/JP accounts and they get the very same issue. Also a friend from my same country got the same issue. They all say the PS4 content doesn't have any issues, but i can't verify it myself.
Is anyone getting the very same issue? Again, with PS3 and Vita content.

FWIW, the PS3 queue seems to be working fine again at the moment. If you want a bunch of content downloaded, now may be a good time, before it breaks again.
Also something that I have never seen before, or maybe I have never noticed it: the PS Store website has a hex version number mentioned at the bottom : "Version: 9d796c07". Wonder if it indicates they are pushing new releases/fixes to production, but again maybe it's always been there and I've never noticed.

Exact same issue i'm dealing with, very frustrating and started same time yours did. Really hope they fix this soon as I buy a lot of games so managing my download list on the PS3 or Vita is quite cumbersome.

The customer support is really useless this time, they keep insisting it's a problem with my connection and i must use another one, but i can't. I also got a couple of reports from the Italian PlayStation Forum. They think it's still not enough and we all probably our own connection issues at the same time. Very, very pitiful.
Everyone, please post screenshots and/or videos where you replicate the problem.

Same here in Germany. Cannot download using Download List and it's very difficult to remove entries from Download Queue. I had to press cancel and refresh many, many times before it finally removed the entries and stopped throwing up errors whenever I logged in.

Scratch that. The entries keep returning. I can't clear the queue at all, no matter how many times I do it.
Please post screenshots and/or videos and your ISP if possible.
Anyway the support keeps insisting that it's my connection, despite reports from across the globe. They keep saying it's because of some local ISP that caused issues on PS4. The problem is that i don't have any of those. Jeez...
It's definitely not your connection.
I have tested it myself with PS3 and Vita yesterday same results as yourself. Due to the low numbers regularly using the PS3 in the EU these days this issue is probably not being reported so often,I bet the majority of PS3 players are downloading on the system itself rather than remote downloading.

The support contacted me again but hopefully this time they asked me SERIOUS questions and not the usual "connection issues" junk:
- What happens when i try to remove stuff from the queue
- The last time i used the queue
- If the problem is happening with other profiles/accounts
- The browser i used
Better than nothing, but the problem is still there...
Support is still useless as usual. Now after making those questions, they pretend the problem is with the PS3 itself and the Download List. Pitiful. Still waiting for more feedback guys.
ps: for some reason i put something in queue on a blank US account and it almost worked.

I have same problem. Deleting items from the PSN store on a PC browser doesn't actually clear them, they keep returning.
I've had this for months now also,my fortitude bar has been too low level to try and take on the support boss, but I'm happy to come and throw stones from the back for a small percentage of the loot.
I've got this too, definitely a serious problem with the download que itself and not a connection issue.

It's not so fun to log in to your PS3 account when it tells you every time there is some kind of issue downloading games in queue and tried to remove them but they seem to just multiply.
You notice this as well. In the PC browser of the store, viewing download queues, trying to delete them they return a few seconds later... something is messed up on PSN end.@Shalaa_87

Exactly this. Sony should take some responsibility rather than blaming on consumers internet for gods sake! Otherwise customer support would tell us to wait till it's fixed, but because PS3 is not the priority anymore, they deny whole mess so that they don't have to deal with it right away. That's my guess anyway. I'm very angry now.@DARKB1KE

Exactly same thing here (Brazil), same error code, everything. Like, for the last three weeks.
