Have you by any chance got a new copy of the game disc recently? If you have, please check the disc id ( BLxx Code on the disc ).

Have you been able to check the disc id on the game anyway?
Have you tried to just make the downloads directly from your downloads list ( account management --> transaction management --> downloads list ) ?
What you want to do is only download the ENG/FR version for yourself.
If you have downloaded all of the files for your map pack, it won’t work as it will be confusion for the game to load the DLC.
If you have a ANZ version of Black Ops 2, it will likely be BLES-01717 which would be the ENG/FR version of the download. (You can locate your disc ID on the spine of the case and the disc itself)
Go to the Game Menu > Game Data Utility and have a look at your Black Ops 2 content, there should be a disc ID next to the content available, please ensure that the ID matches your disc.
If you have multiple files in the Game Data Utility, ensure that you delete all but the version that matches your disc and the DLC content should load up for you.
