I can't find any information on that error as well,what are you trying to do and when is this error occuring?

Trying to download a game I had accidentally Deleted and I have a lot of memory left to do so
A thing to note to perform any downloads double the free space is required to perform the download and installation unpacking process,for example if the games total file size is 50GB you will need 100GB of free space available.
If however you have got more than enough free space try rebuilding the PS4's database option 5 via the safe mode menu.@jnice21

I just had this problem. My internal hard drive which was an upgraded internal 2TB Seagate failed after three years. I put my old 500GB back in and then bought a 4TB external drive from Costco for $110. Then I started the laborious process of re-installing all my games and their updates. I got up to about 1.7TB worth of data and then got this message. It simply stopped allowing me to download updates. Here is the solution. Turn off the PS4 (not rest mode). Then push the power button and hold until it comes on in SAFE mode. You will have to plug your controller into the USB port. UNPACK your drive. It does not reformat and took me about 2 minutes. It will restart and then allowed me to download updates again. Everything was solved. This was the first time in 3 1/2 years that I had to do this. Hopefully its the last. Hope this helps some of you out there. By the way, I am still rocking the original PS4.
I'm having this problem now but am not sure of how to unpack my drive I have a 4tb and it's at 1.8 tb and is not letting me download anything anymore either games nor updates@holnugget
Well, as there isn't an option to "unpack" anything in the safe mode menu, I can only assume they mean what mont348 posted earlier:

I just turned my PS4 off completely waited several minutes and turned it on and I was able to download the updates. I did not need to turn my PS4 on safe mode.@holnugget
This worked. I my system version was out of date. Did the safe mode system update, restart now able to install again.@holnugget
My PS4 isn’t allowing me to download a 54 G game even though I have 230 G left, and It’s showing the NW-31449-1, Can Someone please help me.
